Mark Carvell

Mark is an independent consultant on Internet governance and is an Associate Member of EuroDIG (the European regional Internet governance forum). He is also a senior policy adviser with the UN Internet Governance Forum’s multi-stakeholder Dynamic Coalition on Internet Standards, Security and Safety (DC-ISSS).

From 2008 to 2019, Mark was Head of Internet Governance Policy at the Department for Digital Culture, Media and Sport (DCMS) and represented the UK Government in international negotiations relating to digital policy and Internet governance, including the G7, ITU and the Council of Europe. He was the UK representative on ICANN’s Governmental Advisory Committee (GAC) and was appointed Vice-Chair of the GAC in 2017. Mark has also acted as an adviser to the Commonwealth Telecommunications Organisation (CTO) on Internet policy.
